It's all very well to command Telecom "Thou shalt offer maximum downstream speeds", but with an upstream of 128kbps you're never going to hit the peak.
Discussions on NZNOG a while ago established that with an upstream speed of 128k, the downstream will never be able to get above about 4Mbps due to the requirements of ACK packets and other TCP overhead. So, really, the increase from 3 to 7 is worthless since 7 is unattainable and 3 is most of the practical maximum anyway.
This "application specific" retort is bollocks. What use is something that you can't get maximum downstream for in any situation? What if you're uploading files? Or using torrents? That all impacts on your ability to get this mythical 7.6Mbps PIR. Most users who would be seeking that level of service are unlikely to ever see more than about 5Mbps, since they're the ones who will be sending as well as receiving. You're SOL if you want to run Skype and download stuff at the same time.
It is nice to see the Government regulator calling bullshit on Telecom, though. That makes my morning. It needs to happen more regularly, since they lie almost as much as the media industry.
