Sack him

There's no other reasonable cause of action. Whether or not he knew about the leaflet drop, his loose lips caused an innocent woman to be terrorised and forced to leave her home.
The Police cannot be seen to, in any way, condone this vigilante action. It's hard enough to get paedophiles to reintegrate into the community without them and theirs being targeted for ad-hoc justice. When officers fail to adhere to the expected standards of discretion, it calls their impartiality into question. Such questions do nothing good for the reputation of a force presently dogged with controversy.
